SafeSeaNet - The Union Maritime Information & Exchange System

SafeSeaNet is the European platform for maritime data exchange, providing real-time situational awareness of what is happening at sea. It connects national maritime systems of EU Member States with a central node operated by the European Maritime Safety Agency (EMSA), enabling the sharing of maritime traffic and vessel data across the EU.

The system is a cornerstone for:

  • Enhancing maritime safety and security,
  • Supporting environmental protection and pollution response,
  • Facilitating efficient and transparent maritime traffic management.

Legislative Framework

The legal basis for SafeSeaNet is provided by the Vessel Traffic Monitoring and Information System Directive (Directive 2002/59/EC), as amended most recently by Directive 2014/100/EU, which expands its scope to include real-time monitoring, surveillance, positioning, and reporting functionalities.
Member States are required to establish technical interfaces that ensure seamless electronic data exchange with SafeSeaNet. This architecture supports both safety-related enforcement and trade facilitation.

Function and Integration

SafeSeaNet provides essential data in emergencies, such as vessel cargo information, allowing authorities to make rapid and informed decisions to mitigate accidents and limit environmental damage.
It is further integrated with:

  • National Single Windows (NSW) for reporting formalities,
  • Other EU digital platforms used by EFCA (fisheries control), FRONTEX (border control), and EU-NAVFOR (anti-piracy operations),
  • Systems supporting MAOC-N, for combating illicit maritime drug trafficking.

Future Developments

SafeSeaNet continues to evolve to serve broader EU goals, such as:

  • The European Maritime Transport Space without Barriers,
  • Improved access to vessel behaviour patterns,
  • Integration of meteorological and oceanographic data.

The system is also being developed in the context of the Common Information Sharing Environment (CISE), reinforcing its role as a backbone of cross-sectoral maritime surveillance.
