Action 1: Structured Dialogue with Member States on digital education and skills
Open from October 2021 to March 2023
Action 1 of the Digital Education Action Plan focuses on promoting successful digital education and training systems across EU countries. The plan recognizes that digital education is crucial for providing learners with the skills they need to thrive in the digital age. It aims to address common challenges faced by EU countries in the digital transformation of their education systems and suggests ways to overcome them.
The action includes a Structured Dialogue with Member States on digital education and skills, which started in October 2021. The objective was to enhance the political visibility and commitments regarding digital education and skills, enabling Europe to achieve its ambitious targets for 2030. The dialogue aims to increase political visibility and commitments on digital education and skills, bringing together representatives from different sectors and institutions, including government, social partners, civil society and the private sector. The goal is to foster collaboration and a "whole-of-government" approach to drive the digital education agenda forward.
The Structured Dialogue involved EU-level discussions and bilateral meetings between the European Commission and representatives from EU countries. Participants included various sectors and institutions of government, as well as stakeholders like social partners, civil society, and the private sector. The dialogue followed a "whole-of-government" approach, emphasizing collaboration between different sectors, including education and training, digitalization, employment and social affairs, finances, and investment.
The dialogue served as a platform for discussing how to achieve national and European objectives in digital education and skills. It aimed to leverage EU tools to support countries' reform efforts, increase political commitment and visibility, and contribute to the development of the Digital Decade Policy Programme and national roadmaps. Through the Structured Dialogue, experiences, best practices, and key factors for successful digital transformation and the improvement of digital skills were shared and raised awareness.
The dialogue was guided by the concept of “whole-of-government approach” which involves collaboration between various sectors of government.

- bring together different policy strands: education, labour, digitalisation and finance ministries as well as all relevant stakeholders, from education and training institutions to infrastructure providers, the private sector, social partners, civil society and the innovation, technology and research community

Follow-up of the Structured Dialogue: the Council Recommendation
The result is a Commission's proposal for a Council Recommendation on the Key enabling factors for successful digital education and training.
The Commission's proposal calls on all EU countries to ensure universal access to inclusive and high-quality digital education and training, addressing the digital divide and promoting equitable opportunities for all learners. The objectives of the proposal include: 1. Coherent Strategy: Encouraging EU countries to develop a comprehensive strategy that specifically addresses digital education and skills, providing a roadmap for effective implementation. 2. Policy Feedback: Improving the monitoring and evaluation of digital education and training policies and integrating the results into policy upgrades, ensuring continuous improvement and responsiveness. 3. Whole-of-Government Approach: Promoting collaboration and cooperation among stakeholders, including government entities and the private sector, to foster a holistic approach to digital education and training. |
4. Teacher Partnerships and Capacity Building: Enhancing partnerships with teachers and providing access to digital training for educators and staff, supporting their professional development and ensuring digital capacity building in educational institutions.
5. Equitable Investment: Promoting equitable and impactful investment in quality and inclusive digital education and training, ensuring that resources are allocated in a fair and effective manner.
By implementing these objectives, the proposal aims to drive structural reforms at the national level, enabling significant progress in the digital transformation of education and training. It emphasizes the need for comprehensive strategies, collaboration, and targeted investment to ensure that digital education and training are accessible, effective, and beneficial for all learners.
