The aim of the recommendation is to improve the provision of digital skills in education and training across the European Union.
The rapid advancement of technology has significantly increased the demand for digital skills in all sectors of the economy and society. However, currently, only 46% of the EU population possesses basic digital skills. In line with the Digital Compass 2030 targets and the Council Resolution on a Strategic Framework for European Cooperation in Education and Training, the recommendation seeks to enhance digital skills for various groups, including professionals, adults, and young people.
The Recommendation addresses common challenges faced by EU countries regarding the digital skills of their population and the capacity of their education and training systems to support learners in acquiring necessary digital competences. It emphasizes the need to promote digital competence development from an early age and at all stages of education and training. The proposal encourages investment in teacher professional development, the exchange of best practices, and collaboration with civil society and the industry to meet emerging skills needs.
The key activities associated with the recommendation include a review of computational thinking in compulsory education, a study on informatics in school education, and the development of pathways for coherent digital skills provision. The expected results include the creation of guidance on informatics as a subject, the establishment of a shared vision and terminology for providing informatics education to all European students, and the improvement of digital skills levels in the European population, with a focus on gender balance and increasing interest in the ICT sector among students and learners.
