Action 11 - Cross-national collection of data and an EU-level target on student digital skills
The European Commission supports the collection and analysis of comparable data on the digital skills of young people across Europe.
Basic digital skills are crucial for citizens to thrive in today's increasingly digital world.
However, the assumption that young people possess advanced digital skills due to their exposure to digital devices has been challenged by the International Computer and Information Literacy Study (ICILS). Limited cross-national data exists on the current digital skills levels of young people in the European Union (EU), hindering effective actions to address skill gaps.
To tackle these challenges, the European Commission supports the collection and analysis of comparable data on the digital skills of young people across Europe. The 2021 Council Resolution on a Strategic Framework for European Cooperation in Education and Training established an EU-level target to reduce the percentage of low-achieving eighth-graders in computer and information literacy to below 15% by 2030, using ICILS data for measurement.
Enhancing cross-national data collection will improve understanding of digital education trends at the European and Member State levels. This support helps Member States gather comparable data, enabling evidence-based policy development and monitoring progress towards the EU-level target on students' digital skills.
This action is funded through the EU's Erasmus+ programme, which supports initiatives in education and training.

Expected results
Expected results include expanded coverage of internationally comparable data, providing a clearer picture of young people's digital skills and the factors influencing their acquisition within the EU. The main data collection for ICILS 2023 is scheduled for January to December 2023, with international results published in late 2024 and the database released in early 2025.
