Digital Education Action Plan 

Action 3: European Digital Education Content Framework

2022-2023 – Implementation of the study 
The purpose of this action is to identify the areas in which EU action would bring added value and to work closely with stakeholders to find the most effective solutions.

The COVID-19 pandemic has accelerated the production and use of digital education content. This shift is transforming the habits of both content producers and users.

Digital education content is becoming more creative, engaging, interactive, and available in diverse formats.

Technological advancements, such as immersive reality and artificial intelligence, are enabling the development of new types of educational content. As a result, there has been an exponential increase in the production of digital education resources. This digital transition is reshaping the landscape of education, providing educators and learners with innovative tools and resources to enhance the learning experience.
Alongside these advancements, a set of challenges have emerged:

  • digital platforms and their algorithms could potentially impacting access to these resources in different ways
  • difficulty to verify the quality and trustworthiness of digital education resources than traditional content
  • the long-term preservation of these educational resources
  • cybersecurity, data protection and e-privacy risks
  • a lack of data and analysis
  • identification of priority areas of EU support to improve the quality of education
  • promotion of multilingualism and cultural diversity, preventing the exclusion of pupils in disadvantaged situations​
​In order to ensure widespread acceptance and feasible implementation of proposed solutions, the Commission engaged itself in an extensive stakeholder dialogue process throughout 2022 and 2023. This process involved bilateral meetings and the establishment of a community of practice, aiming to foster a sense of ownership among all stakeholders.

To inform the decision-making process, a dedicated study initiated in 2022. This study considered the requirements of learners, educators, and other relevant education and training stakeholders, as well as the availability of digital education content.

Additionally, it evaluated the impacts of the COVID-19 pandemic, digital transformation, and technological advancements on the field of education.
