Digital Education Action Plan

Action 9 - European Digital Skills Certificate

2023 - EDSC pilot prototype
2024 - EDSC launch
The European Digital Skills Certificate aims to improve transparency and recognition of digital skills certifications across Europe through a standardized set of quality requirements for governments, employers, and stakeholders.
The European Commission is considering the development of the European Digital Skills Certificate (EDSC) to address the challenges in recognizing digital skills.

The EDSC will be based on the European Digital Competence Framework (DigComp) and aims to improve transparency and mutual recognition of digital skills certifications across Europe.

EDSC will allow individuals to indicate their digital competence level and encourage the acquisition of new skills. The EDSC will complement existing certification schemes and support the goals of the European Skills Agenda, such as ensuring basic digital skills for a significant percentage of the population. A feasibility study will be conducted to assess the value and implementation of the EDSC, including mapping existing certification schemes and identifying gaps.

The 2023 expected outcome is the design and pilot of an EDSC that is recognized and accepted by governments, employers, and stakeholders in Europe.
