Adapting the Acquis
In preparation for a potential revision of the Construction Products Regulation (CPR), the European Commission has embarked on a comprehensive impact assessment and a dialogue with EU countries. This dialogue focuses on planning and organizing the adaptation of the acquis, which encompasses harmonized standards, European assessment documents, and legal acts of the Commission. This adaptation is essential irrespective of the final form of the CPR revision.
Rationale
The process for delivering harmonized technical specifications under the original Construction Products Directive (CPD) and continued under the CPR has shown a lack of coherence and underperformance. The existing harmonized technical specifications, largely based on the CPD, do not fully address the specifics of the CPR, often failing to cover the basic work requirements outlined in the CPR's Annex I. This results in incomplete coverage for various product groups, with several potentially benefiting from harmonization not covered at all.
Purpose
The goal is to align the Acquis with the revised or current CPR, ensuring compliance. This process is necessary regardless of whether the CPR undergoes revision. In case of no revision, it will lead to better planning for new standardization requests and Commission acts. If revised, the Acquis management might become the logistical foundation for adopting technical specifications by the Commission.
Progress
The adaptation began in Q4 2021, prioritizing 'precast normal/lightweight/autoclaved aerated concrete products' and 'structural metallic products and ancillaries.' In Q4 2022, additional subgroups for ‘reinforcing and prestressing steel for concrete’, ‘post-tensioning kits’, and ‘doors, windows, shutters, gates, and related building hardware’ were initiated, along with a subgroup on ‘environmental sustainability of construction products’. In Q3 2023, subgroups for 'cement, building limes, and other hydraulic binders', and 'thermal insulating products and composite insulating kits/systems' will start.
Participation
CPR stakeholders are encouraged to contribute to this process by contacting the Commission via email at grow-[email protected]. The Commission will evaluate these inquiries and invite appropriate stakeholders to contribute.
