The Big Data Value Public-Private Partnership aims at creating a functional Data Market and Data Economy in Europe, in order to allow Europe to play a leading role in Big Data in the global market.

Big Data is a key economic asset to achieve competitiveness, growth and jobs due to its potential for impact and as an enabler for both horizontal and sector-specific gains.
Mastering the creation of value from Big Data will be a cornerstone in future economic development and societal well-being.
What is the challenge?
Europe is not playing the role it should in the global market. Only 2 out of the top 20 companies changing lives and making money out of Big Data are European.
For this situation to be reversed, Europe needs to strengthen all parts of the “data value chain” so that a vibrant Big Data value ecosystem and data-powered innovative business models can evolve. That includes people and organisations involved in data whatever their role, be it producing, analysing, using or creating value from data.
What is the Big Data Value Public-Private Partnership about?
The European Commission has teamed up with European industry (large players and SMEs), researchers and academia in a Public-Private Partnership (PPP) in order to cooperate in data-related research and innovation, enhance community building around data and to set the grounds for a thriving data-driven economy in Europe. A contractual arrangement on the PPP was signed on 13 October 2014.
Industry and academia have identified R&I priorities in a Strategic Research and Innovation Agenda (SRIA). The PPP is being implemented in 2016-2020 through calls of proposals from the ICT LEIT (Industrial Leadership) part of the Horizon 2020 work programme.
In order to reach its objectives the PPP will make use of four major instruments:
How will it be managed?
The Big Data Value PPP is a partnership between the European Commission and the Big Data Value Association (BDVA), the association of the European Big Data community which includes data providers, data users, data analysts and research organisations. The association is a non-profit, industry-led organisation whose members are leading European companies and R&I organizations (read the a full list). The BDVA is open for additional companies and research organisations to join.
The first Horizon 2020 projects implementing the Big Data Value PPP have started in late 2016 and January 2017

- Large-scale demonstrators ("lighthouse projects") in industrial sectors most likely to benefit from Big Data (e.g. transport/logistics, bioeconomy/agriculture).
- Data integration and experimentation actions (also known as "Innovation Spaces"): environments where infrastructure is made available to bring technology providers and end-users together to identify services, skills, business models and cross-border and cross-sector ecosystems in which novel technology and applications can be built.
- Technical projects, advancing key enabling technologies and filling gaps in knowledge and methodologies (e.g. in large-scale analytics, prediction, visualization, architectures, algorithms etc.)
- Networking, community-building and policy support, to create a strong and active community of key actors working towards common technical, organisational and societal goals.
