Declaration of Performance and CE marking
The European Commission is actively engaging with EU countries to plan and organize the adaptation of the acquis, which includes harmonized standards, European assessment documents, and the legal acts of the Commission, in preparation for a potential revision of the Construction Products Regulation (CPR). This process is crucial regardless of the eventual changes made to the CPR.
Rationale:
The existing process for delivering harmonized technical specifications, originating from the Construction Products Directive (CPD) and continuing under the CPR, has been identified as lacking coherence and underperforming. The current harmonized technical specifications do not fully address the specifics of the CPR, leading to incomplete coverage for various product groups.
Purpose:
The primary goal is to ensure the compliance of the Acquis with the revised or current CPR. This includes better planning for new standardization requests and European Commission acts, and in the case of a CPR revision, potentially reshaping the management of the Acquis.
Progress:
The adaptation process began in Q4 2021, focusing on specific priority areas such as precast concrete products and structural metallic products. Further subgroups on reinforcing steel, post-tensioning kits, and building hardware were initiated in Q4 2022, along with a subgroup on the environmental sustainability of construction products. More subgroups are expected to start in Q3 2023.
Participation:
CPR stakeholders are invited to participate in this process. Interested parties can contact the Commission at [email protected], outlining their interest, area of expertise, and the resources they can offer.
> The European Commission provides a list of CPR FAQsEU countries have to inform on their rules and regulations for construction products through national contact points.
Steps that enable manufacturers to draw up the Declaration of Performance

All relevant documents related to the criteria, product families, and priorities identified will be made available on the Commission’s website. [Link to the webpage where documents are published]
