The EU is engaged in the European defence sector on two fronts, not necessarily linked to each other: the first is the political onewith pillars like diplomacy and military means of the EU member states, the second concerns the defence industry.
While the first has its CSDP, the Common Security and Defense Policy, as its political-legal framework, the second has objectives and means of support for research and innovation provided for by the European Defense Fund, one of the expenditure chapters of Horizon Europe (2021-2027).
