Digital Inland Waterway Area
The Digital Inland Waterway Area (DINA) is the EU’s flagship initiative to digitally transform inland waterway transport (IWT) by leveraging smart technologies and interoperable systems to boost efficiency, safety, and sustainability. Read the IWTD Vision

DINA is a critical enabler of the NAIADES III strategy and supports the broader goals of the EU Green Deal and Sustainable and Smart Mobility Strategy by digitising Europe’s inland waterway sector.
Goals of DINA:
- Create a harmonised digital environment for all actors in IWT
- Enable real-time information sharing across borders and stakeholders
- Reduce administrative burden and improve logistics planning
- Support the modal shift from road to waterway by making IWT more competitive

- River Information Services (RIS)
- Foundation of DINA: includes traffic and transport management tools, such as electronic reporting, vessel tracking, and lock operations
Directive 2005/44/EC. On 24 January 2024 the European Commission adopted Proposal for a Directive of The European Parliament and of the Council amending Directive 2005/44/EC on harmonised river information services (RIS) on inland waterways in the Community. The aim of this proposal is to improve the traffic management and safety on EU rivers but also improve the integration of inland waterway transport into the overall logistic chain and the EU climate ambition. The Council finalised its discussions on the proposal in the Shipping Working Party on 26 February 2024. A compromise text (the General Approach) was adopted by the Council on 18 June 2024.
