Enabling framework for renewables

The EU’s “enabling framework” is a package of policy, guidance and emergency measures designed to accelerate renewable energy projects, remove administrative bottlenecks in permitting, and strengthen citizen participation—while respecting environmental standards.

Faster, simpler permitting

  • The Commission frames permitting as a key obstacle in some Member States and links the solution directly to the Renewable Energy Directive (RED) amended in 2023, which includes faster and simpler permitting procedures for renewables and related infrastructure, inside and outside renewables acceleration areas.

  • The framework also references the REPowerEU push (May 2022) to accelerate renewables and remove administrative barriers.

Commission recommendations, guidance, and “emergency” measures

There is a set of recommendations and guidance documents aimed at shortening permit-granting timelines and helping Member States implement reforms, including for grid/infrastructure projects needed to integrate renewables.

  • Updated recommendation (2022) on speeding up permit-granting and facilitating power purchase agreements (PPAs), plus accompanying guidance:

  • Updated recommendation (2024) on permit-granting for renewables + related infrastructure, plus accompanying guidance:

The framework includes dedicated guidance on designating renewables acceleration areas, intended to streamline permitting in pre-identified zones.

A dedicated section stresses citizen participation via self-consumption and renewable energy communities, arguing this can also improve local acceptance of projects.
