ENCASIA: European Network of Civil Aviation Safety Investigation Authorities

MOBILITY & TRANSPORT

ENCASIA is a European Agency established in January 2011 with Regulation (EU) no. 996/2010. Here the legislative text.

The Agency's mission is to improve the quality of aviation safety investigations and strengthen the independence of the national investigative authorities of EU countries, plus Iceland, Norway and Switzerland as observers.

ENCASIA's activities include:

  1. development of training activities,
  2. promote best practices in security investigations,
  3. the development of a mechanism for sharing investigative resources,
  4. advise the EU institutions on the investigation and prevention of air accidents.

ENCASIA is legally an ASBL non-profit association, which allows activities with the financial support of the European Commission and from the national members. The Agency ENCASA is also involved in regulatory discussions on safety investigations with the European institutions.

The ENCASIA mutual support system (EMSS) has also completed significant milestones, with the successful accident crisis tabletop exercises in Iceland, Latvia, Lithuania, Portugal and Slovenia and an active participation of local authorities and SIAs from different countries. EMSS works to do more to improve effectiveness and harmonization throughout Europe and delivering safety recommendations.
