Energy Efficiency TargetsThe new target for 2030 is now 11.7% reduction of final energy consumption. The new rules also place a specific obligation on the public sector to achieve an annual energy consumption reduction of 1.9%, with the exception of public transport and armed forces.

Central Government Buildings Energy Performance
The public sector will lead the new energy efficiency strategy by example with a 1.9% annual energy consumption reduction and required building renovations.

Obligation schemes and alternative measuresUnder the current Energy Efficiency Directive, EU countries must set up an energy efficiency obligation scheme. This scheme requires energy companies to achieve yearly energy savings of 1.5% of annual sales to final consumers by 2020, then 0.8% by 2023 and additional 2% by 2030.

National Action Plans and Progress ReportsNational energy efficiency action plans (NEEAPs) set out estimated energy consumption, planned energy efficiency measures, long-term renovation strategies, and the improvements that individual EU countries expect to achieve to reach the EU 2030 target of 40% compared to 2007.
