European AI Office

The European AI Office is the center of AI expertise across the European Union. It plays a pivotal role in implementing the AI Act—the world's first comprehensive legal framework on artificial intelligence—by fostering the development and use of trustworthy AI and promoting international cooperation. The Office was established by the Commission Decision C(2024) 390 final, on 24 January 2024

Key Objectives

  • Implementing the AI Act: Supports governance bodies in Member States, especially concerning general-purpose AI, and enforces rules to protect against AI risks.
  • Promoting Trustworthy AI: Encourages the development and use of AI technologies that align with EU values and regulations, ensuring health, safety, and fundamental rights.
  • International Cooperation: Aims to establish a strategic, coherent, and effective European approach to AI on the global stage.

Structure of the AI Office

The AI Office comprises five units and two advisors:

  1. Excellence in AI and Robotics Unit
  2. Regulation and Compliance Unit
  3. AI Safety Unit
  4. AI Innovation and Policy Coordination Unit
  5. AI for Societal Good Unit
  • Lead Scientific Advisor
  • Advisor for International Affairs

Supporting the AI Act and Enforcing General-Purpose AI Rules

  • Coherent Application: Assists in consistent implementation of the AI Act across Member States.
  • Evaluation Tools: Develops methodologies and benchmarks for assessing AI models.
  • Codes of Practice: Collaborates with AI developers and experts to establish state-of-the-art guidelines.
  • Compliance Monitoring: Investigates potential infringements and ensures corrective actions are taken.
  • Guidance and Legislation: Prepares guidance documents and implements acts to support effective enforcement.

Strengthening Development and Use of Trustworthy AI

  • Advancing Actions: Promotes policies to harness societal and economic benefits of AI.
  • Best Practices: Provides advice and facilitates access to AI sandboxes and support structures.
  • Innovation Ecosystems: Encourages ecosystems that enhance EU competitiveness and growth.
  • AI Literacy: Helps leverage transformative AI tools and reinforces AI literacy.

Fostering International Cooperation

  • Global Promotion: Advocates for the EU's approach to trustworthy AI internationally.
  • Governance Collaboration: Works towards global cooperation and governance on AI.
  • International Agreements: Supports development and implementation of international AI agreements.

GenAI4EU Initiative

In January 2024, the Commission launched an AI innovation package to support startups and SMEs in developing trustworthy AI compliant with EU values and rules. The GenAI4EU initiative and the AI Office are part of this package, contributing to novel use cases across Europe's industrial ecosystems and the public sector. Application areas include robotics, healthcare, manufacturing, mobility, climate, and virtual worlds.

Cooperation with Institutions, Experts, and Stakeholders

  • European Artificial Intelligence Board (AI Board): An advisory body comprising representatives from each EU Member State, supported by the AI Office to ensure effective implementation of the AI Act.
  • Scientific Panel and Advisory Forum: Collaborates with independent experts, industry stakeholders, academia, think tanks, civil society, and the open-source community.
  • AI Pact and European AI Alliance: Oversees the AI Pact, allowing businesses to engage with the Commission, share best practices, and prepare for the AI Act's implementation. Part of the European AI Alliance, an initiative for open policy dialogue on AI.

European Artificial Intelligence Board

The European Artificial Intelligence Board (AI Board) is a key advisory body established by the AI Act, which took effect on 1 August 2024. The Board plays a crucial role in shaping EU AI policy and ensuring the effective implementation of the AI Act across the European Union.

Governance and Coordination

  • Composition: Includes representatives from each EU Member State.
  • Support: Backed by the AI Office within the European Commission, serving as the Board's Secretariat.
  • Chairmanship: Chaired by one of the EU Member States.
  • Observers: The European Data Protection Supervisor and EEA-EFTA countries participate as observers.

Roles and Responsibilities

  • Implementation of the AI Act: Coordinates and ensures cooperation between EU Member States for consistent application of the AI Act.
  • National Authorities Coordination: Helps coordinate national competent authorities responsible for enforcing the regulation.
  • Expertise Sharing: Collects and shares technical and regulatory expertise and best practices.
  • Sub-Groups Formation: Establishes sub-groups as platforms for collaboration among national authorities and focuses on specific AI policy topics.
  • Advisory Function: Provides advice and assistance in implementing the AI Act, including discussing guidelines and draft delegated and implementing acts to make provisions understandable and enforceable.

Broader Role in EU AI Policy

  • Policy Shaping: Plays a proactive role in shaping AI policy across the EU beyond just regulation.
  • Innovation and International Partnerships: Offers advice on innovation policy, international AI partnerships, and other strategic AI-related matters.
  • Competitiveness: Aims to keep the EU competitive in the global AI landscape.
  • Ethical Standards: Supports a coherent and forward-looking AI policy framework that benefits all European citizens while upholding high standards of safety and ethics.

AI Board Meetings

  • First Meeting: Took place on 10 September.
  • Documentation Access: Agendas, participant lists, and minutes are available on the Register of Commission Expert Groups and Other Similar Entities.

By fulfilling these roles, the European Artificial Intelligence Board ensures effective governance of AI technologies within the EU, fostering collaboration among Member States and promoting trustworthy AI that aligns with European values.
