Harmonised standards

Harmonised European standards are crucial in the construction sector, providing a technical foundation to evaluate the performance of construction products. These standards enable manufacturers to draft the Declaration of Performance as outlined in the Construction Products Regulation (CPR) and to affix the CE marking to their products.
Purpose and Application: Harmonised standards serve to establish a common technical language for all stakeholders in the construction sector.

They are used to:
  • Define requirements by regulatory authorities in EU countries.
  • Declare a product’s performance by manufacturers.
  • Verify compliance with requirements and demands by design engineers and contractors.

Scope of Supporting Testing Standards
Supporting testing standards relevant to construction products encompass various aspects, including:
  • Resistance to fire, reaction to fire, and external fire performance.
  • Noise absorption.
  • Construction products in contact with drinking water.
  • Release of dangerous substances into indoor air, soil, and (ground)water.

Development Process
These standards are developed by technical experts from the  European Standardisation Organisations (CEN/CENELEC). The Technical Committees of CEN and CENELEC are actively engaged in completing the necessary set of Harmonised European standards and test standards, as well as enhancing existing ones.

Benefits
The adoption of harmonised standards in the construction sector offers significant advantages, such as:
  • Common assessment methods for construction products.
  • A unified European scheme for declaring product performance. These benefits are instrumental in removing trade barriers and enhancing the  competitiveness of the construction sector.

Supporting Information
For further reference and detailed information, the following resources are available:
  • Products covered by harmonised standards under the CPR
  • List of reference of mandates for harmonised standards for construction products

These harmonised European standards are pivotal in standardizing and streamlining processes within the construction sector, ensuring product safety and quality while fostering market competitiveness.
