Horizon Europe 2025-2027


The Horizon Europe Strategic Plan 2025–2027 defines how EU research and innovation funding is steered in 2025–2027, focusing on major global and societal challenges including climate change, biodiversity loss, the digital transition, and population ageing. It sets the policy and investment direction for the final years of Horizon Europe, the EU’s flagship R&I programme.

Strategic orientations (2025–2027)

The plan establishes three strategic orientations for R&I investment under Horizon Europe during 2025–2027:

  1. Green transition
  2. Digital transition
  3. A more resilient, competitive, inclusive and democratic Europe

Across all three orientations, the plan applies overarching principles of open strategic autonomy and securing Europe’s leading role in the development and deployment of critical technologies.

Higher ambition on biodiversity and continued climate/digital targets

A notable policy shift in the 2025–2027 plan is a stronger biodiversity emphasis. The plan commits to a target of 10% of Horizon Europe’s total budget (2025–2027) being dedicated to biodiversity-related topics. This complements existing programme-level commitments, including:

  • a 35% climate expenditure target over the full lifetime of Horizon Europe, and
  • €13 billion for main digital activities over the same period referenced by the plan’s framing.

Key elements of the Strategic Plan

The plan translates priorities into an operational framework through several core building blocks:

  • 3 strategic orientations guiding all Horizon Europe R&I activity (2025–2027)
  • 32 expected impacts, distributed across Horizon Europe clusters
  • 9 new co-programmed and co-funded European Partnerships, aligning EU funding with Member States and stakeholders
  • EU Missions, including an overview of early achievements from the first years of implementation
  • The New European Bauhaus Facility, connecting R&I with tangible transformation of living spaces and communities

How the plan was developed (co-creation and evidence base)The Strategic Plan is grounded in an extensive analytical process led by Commission services and was co-created across institutions and stakeholders, including more than 2,000 stakeholders and citizens.
