Maritime Security

The European Union’s maritime security policy ensures the safety of ships, ports, passengers, and cargo throughout EU waters and beyond. It addresses threats such as piracy, terrorism, cyberattacks, and unlawful acts at sea, while aligning civil and military maritime initiatives. The EU implements international rules (SOLAS, ISPS Code) and promotes coordinated risk assessments, surveillance systems, and incident response mechanisms across Member States.
​The EU Maritime Security Policy aims to safeguard the maritime domain by addressing multiple security threats such as:
​
  • Piracy and armed robbery at sea
  • Terrorism and sabotage
  • Cyber threats targeting ships and ports
  • Illegal trafficking and smuggling
  • Environmental security risks

The EU promotes coordination between civilian and military maritime authorities, while aligning with international conventions such as:

  • SOLAS (International Convention for the Safety of Life at Sea)
  • ISPS Code (International Ship and Port Facility Security Code)

The EU also ensures the implementation of risk assessments, surveillance systems, and incident response plans across its Member States.
