Online platforms and e-commerce
The EU aims to facilitate the access and use of online platforms and e-commerce services for businesses and citizens across its member states. The goal is to ensure that individuals and businesses can engage in online activities without facing geographical restrictions or barriers.
By promoting the availability and accessibility of online platforms and e-commerce services throughout the EU, the EU seeks to foster a seamless digital environment for businesses and citizens. This includes enabling businesses to offer their products and services to customers in different EU countries and allowing consumers to access a wide range of online offerings from various providers.
Through harmonized rules and regulations, the EU aims to create a level playing field for online platforms and e-commerce services, ensuring fair competition and consumer protection. The EU also works towards enhancing trust and security in digital transactions, safeguarding the rights and privacy of users.
By promoting cross-border digital interactions and removing obstacles, the EU aims to maximize the potential of the digital single market, benefiting businesses, consumers, and the overall European economy.

The EU’s approach can be defined by 3 areas of action:
- breaking down online barriers, allowing full access to goods and services across the EU;
- ending unjustified cross-border barriers;
- making it easier and safer to shop online no matter where you are in the EU.
EU approuved two acts, the Digital Services Act (DSA) and the Digital Markets Act (DMA), to address the challenges and opportunities presented by the digital world. These acts aim to enhance the safety of European citizens online and create a fair and competitive environment for businesses.
The Digital Services Act (DSA) aims to update and modernize the rules for online platforms and intermediaries, ensuring they take responsibility for the content they host and promoting transparency and accountability. The act establishes clearer obligations for platforms regarding illegal content, online advertising, and algorithmic transparency. The Digital Markets Act (DMA) targets large online platforms that act as gatekeepers and have significant market power. It seeks to prevent unfair practices and ensure a level playing field for all businesses operating in the digital market. The act introduces a set of ex-ante rules to address issues such as self-preferencing, unfair data practices, and the lack of interoperability. In addition to the DSA and DMA, the EU is committed to keeping e-commerce rules up to date throughout the Digital Decade. This involves adapting regulations to the evolving digital landscape, addressing emerging challenges, and promoting the growth of the digital economy.
