Plant Health Rules
The EU’s Plant Health Emergency Team is designed to strengthen the Union’s capacity to respond quickly and effectively to serious plant pest outbreaks. The policy was created because past outbreaks showed that emergencies require well-prepared and highly trained experts who can support authorities in managing plant health crises. The legal basis is Article 19a of Regulation (EU) 2016/2031.
Under the coordination of the European Commission, the Team provides specialised expertise and operational support to help protect plant health across the EU and, where relevant, in third countries. Its role is practical: members share experience, advise national and local authorities, and, where appropriate, also assist stakeholders involved in outbreak management.
The system works through a pool of experts nominated by EU Member States. From this pool, the Commission can assemble a mission whenever an EU or non-EU country requests assistance during a plant health emergency. In this way, the Team functions as a rapid expert support mechanism within the wider EU plant health framework.
