Plant pests outbreaks in the EU
The EU’s policy on plant pest outbreaks is based on a mandatory notification and response system designed to ensure that outbreaks are rapidly reported, monitored and, where necessary, escalated into stronger EU action. All EU countries must notify the European Commission and the other Member States when plant pests are detected on their territory and must also report the measures taken to eradicate the pests or control their spread. This obligation is laid down in Regulation (EU) 2016/2031.
Once those reports are submitted, the Commission analyses them and discusses them with Member States. The information is then used for several practical purposes: the affected country may apply for EU financial support for control measures; the EU may adopt emergency measures to strengthen phytosanitary requirements; and the reports help determine where audits by the Commission’s Health and Food Audits and Analysis office should take place.
To improve reporting and reinforce protection against outbreaks, the Commission and Member States developed EUROPHYT-Outbreaks, a web-based notification system. The criteria for notification are set out in Commission Implementing Regulation (EU) 2019/1715. Overall, this policy is meant to create a coordinated EU-wide mechanism for early warning, information-sharing and rapid response whenever dangerous plant pests appear.
For reference, the Commission also provides outbreak reports such as Plant pests in the European Union 2022–2024 and Plant pests in the European Union 2020/2021.
