Soil & Land

Soil underpins our health and wealth, supporting cultural heritage and shaping landscapes. It forms the foundation of our economy and prosperity. Essentially, life on Earth hinges on healthy soils. However, both land and soils are undergoing significant degradation across Europe and globally.

Soils are a finite and non-renewable resource that perform critical functions such as storing, filtering, and transforming substances, including water, nutrients, and carbon. They are instrumental for climate change mitigation and adaptation, agricultural productivity, food security, the preservation of nature and biodiversity, and are central to fulfilling the objectives of the European Green Deal.
The EU's ultimate aim is to secure healthy soils by 2050, aligning with the EU Zero Pollution ambition.

EU Soil Strategy for 2030This strategy outlines a framework and specific actions to protect and rejuvenate soils, ensuring their sustainable use. Additionally, the proposed new Soil Monitoring Law marks a significant step towards achieving healthy soils by 2050. This pioneering EU legislation on soils would establish a harmonized definition of soil health, implement a comprehensive and coherent monitoring framework, and promote sustainable soil management and remediation of contaminated sites.


The EU’s soil policy focuses on:

  • Protecting and Restoring Soils: Implementing measures to safeguard and revitalize soils, ensuring their sustainable utilization.
  • Vision for 2050: Setting a clear goal to achieve healthy soils by the middle of the century.
  • Enhancing Soil Monitoring: Improving the infrastructure for monitoring soil health across Europe.
  • Supporting Research: Expanding the knowledge base and boosting support for soil-related research.
  • Raising Awareness: Increasing public understanding of the critical importance of soils.

Actions

  • Soil Health - On 5th July 2023, the Commission proposed a new Soil Monitoring Law to protect and restore soils and ensure that they are used sustainably. In April 2025, it was announced an agreement between the European Parliament and the EU Council on the proposed Directive COM(2023) 416 final

  • International action - The EU works with partners worldwide to combat land and soil degradation and desertification.
 
  • Mission Soil - Find out more about funding for healthy soils by 2030.
 
  • EU Soil Observatory - Data platform to help monitor progress towards the European soil health objectives and targets.
 
  • Knowledge and data - Other sources of information on the soil and land, including reports, studies and funded projects.
