The TCLF ecosystem is among the most globalised value chains, spanning fibres, yarns and fabrics, apparel production, footwear, and leather-based products. SMEs dominate the ecosystem, making the twin transition (green + digital) strongly dependent on SME adoption of sustainable practices and digital technologies.

In the EU, textiles consumption is a major environmental pressure, and the policy direction is clear: by 2030, textiles placed on the EU market should be long-lived, recyclable, largely made of recycled fibres, free of hazardous substances and produced with respect for social rights.

To accelerate delivery, the EU developed a Transition Pathway with stakeholders, clustering actions across competitiveness, innovation/digitalisation, recycling infrastructure, skills, social conditions, regulation/resilience, and access to funding (especially for SMEs).
