The EU decided to collectively reduce final energy consumption by at least 11.7% by 2030 compared to 2020 forecasts, leading to an upper limit of 763 million tonnes of oil equivalent for final energy consumption. Annual energy savings targets will gradually increase, reaching 1.9% by the end of 2030. The public sector will lead by example with a 1.9% annual energy consumption reduction and required building renovations.

Energy efficient buildings

The EU Legislation describes the methodology for the assessments on efficient heating and cooling. Notably, the assessments have to comply with legislation on the energy union, and they must be closely linked with planning of policy measures to the Regulation on the Governance of the energy union and climate action.

Financing Energy Efficiency

The EU has increased the amount of public funds available for energy efficiency. However, to meet the objectives of the Energy Union and support the transition to a clean energy system, there is a need to further unlock private financing, in particular for energy efficiency investments. It is estimated that an additional €177 billion per year will be necessary over the period 2021-2030 to reach the EU's energy and climate objectives for 2030. ​
